Cairo, Egypt - CCCPA, in cooperation with the Counter -Terrorism Unit of the Egyptian Ministry of Foreign Affairs, is organizing an expert workshop titled “Towards a Comprehensive Approach to Countering Extremist Narratives Conducive to Terrorism in the East and Horn of Africa” to be held on 15-16 April 2018.The workshop will bring together experts in the field of preventing and combating terrorism, including government officials, practitioners from the East and Horn of Africa region, members of the Global Counter-Terrorism Forum (GCTF), and international and regional partners. The workshop aims to advance the discussion on the "Comprehensive International Framework to Counter Terrorist Narratives", introduced at the United Nations Security Council in May 2016, during the Egyptian presidency of the Council (Resolution 2354). The resolution proposes effective means to “counter terrorist propaganda, incitement and recruitment”, based on an accurate understanding of how terrorist groups recruit or motivate individuals to carry out terrorist attacks. This includes pointing out the fallacies and inconsistencies of terrorist narratives. It also calls for strengthening international cooperation mechanisms, identifying infrastructure and capability needs of Member States, mobilizing necessary resources, and developing partnerships between governments and local communities.
This event comes on the occasion of Egypt's role as co-chair - with the European Union - of the GCTF Working Group on Capacity Building in the East Africa Region, which aims to combat terrorism and violent extremism in the region. The workshop will be followed by a seminar on "Countering Financing Terrorism", as well as a Plenary Meeting of the GCTF Working Group.
